Filing a German tax return with ELSTER

Many employees are not obliged to file a return, and many who are not obliged still get money back by doing it. ELSTER is the official, free way to submit one.

Quick answer

ELSTER is the tax administration’s free online portal for filing. Some people must file — for example with multiple income sources or certain benefits — while many employees file voluntarily because withheld tax often exceeds what they owe. Registration takes a few days because an activation code arrives by post, so start before the deadline, not on it.

Important

This page provides general information and does not replace professional tax or financial advice. Amounts and thresholds change; check the official source before relying on a figure.

1. Who has to file, and who should anyway

A single employee in tax class 1 with one job and no extra income often has no obligation to file at all, because the tax was withheld monthly. Obligations typically arise with several employers, certain wage-replacement benefits, additional income, or particular tax-class combinations for couples.

Filing voluntarily is common and frequently worthwhile: monthly withholding does not know about your commuting costs, professional expenses or a change in circumstances mid-year, so the annual reckoning often favours the taxpayer.

2. What ELSTER is

ELSTER is the official electronic portal of the German tax administration. It is free, it is the same system tax advisers submit through, and it now offers an English-language interface for the entry points.

Registration involves identity confirmation, and part of the credential arrives by post. Allow a week or two before you can actually submit anything.

  1. Register on ELSTER

Create an account and choose a certificate method. An activation code is posted to you.

  2. Complete the forms for the tax year

The main form plus annexes for employment income, expenses and any special situations.

  3. Submit and wait for the assessment

The Finanzamt issues a Steuerbescheid explaining the result. Check it: you have a window to object.

3. What people commonly claim

The categories below are the ones employees most often overlook. Whether any of them applies to you depends on your circumstances, and rules and limits change, so treat this as a prompt to look rather than a list of entitlements.

  • Commuting between home and work
  • Professional equipment, training and work-related literature
  • Costs of a work room at home, under conditions
  • Relocation costs where the move was work-related
  • Certain insurance contributions and childcare costs

4. Deadlines and getting help

For the 2025 tax year, an unadvised person who is required to file had the general deadline shown below. A person who is not required to file has a much longer voluntary-assessment window. These are different legal situations, not alternative dates you can choose between.

Returns prepared by a tax adviser generally follow the later adviser deadline under the Fiscal Code, but the Finanzamt can request an earlier return in specified cases. Confirm the date for your engagement with the adviser instead of assuming the longer period always applies.

If your situation is complicated — self-employment, income abroad or property income — a Steuerberater or, where eligible, a Lohnsteuerhilfeverein can help. The Finanzamt can also set an individual deadline or decide an extension request.

2025 income-tax return deadline when filing is mandatory

31 July 2026

for unadvised calendar-year filers

Current for 2026

Applies from 1 January 2026

This is the general deadline for a mandatory 2025 return filed without a tax adviser. A Finanzamt can set an individual deadline, and extensions require approval.

2025 voluntary income-tax return deadline

31 December 2029

application for assessment

Current for 2026

Applies from 1 January 2026

This applies where the person is not required to file and submits a voluntary application for assessment for tax year 2025.

5. Frequently asked questions

No. Most voluntary filers do receive one, but a return can also show that you owe money. If you are not obliged to file, you can calculate first and decide.

ELSTER offers English-language guidance at the entry points, though many form fields remain in German. Tax vocabulary is specific enough that a dictionary or an adviser helps.

Not for a straightforward employee return. For self-employment, foreign income or property, professional help usually pays for itself.
