Quick answer

Your personal Steuer-ID is not the tax number for a new business. A founder submits the Fragebogen zur steuerlichen Erfassung electronically through ELSTER; after checking it, the responsible Finanzamt sends the business Steuernummer by post. An USt-IdNr is a separate VAT identifier, especially relevant for qualifying EU business transactions. Gewerbeanmeldung and tax registration are separate steps.

Important

Business classification, permits, tax and social-insurance outcomes depend on the actual activity and personal circumstances. This is general information, not legal, tax, immigration or business advice. Confirm decisions with the responsible authority or qualified adviser.

1. The three identifiers are not interchangeable

German letters and forms may mention several numbers close together. Their purpose—not the fact that each contains digits—decides which one belongs in a field or on an invoice.

A practical identifier map for founders.
IdentifierWhat it identifiesHow you receive itTypical use
Steuer-ID / IdNrYou as an individualAssigned by the BZSt, normally for lifePayroll and personal tax administration
SteuernummerA tax case handled by a FinanzamtIssued after the Finanzamt reviews the tax questionnaireTax filings, correspondence and invoices where applicable

Do not publish your personal Steuer-ID on invoices

Section 14 UStG refers to the supplier’s Steuernummer or USt-IdNr for a full VAT invoice—not the lifelong personal IdNr.

2. How a new business gets its Steuernummer

ELSTER states that a new business or self-employed activity must submit the Fragebogen zur steuerlichen Erfassung electronically within one month of starting. You need an ELSTER account to transmit it. The form asks about the activity, legal form, expected revenue and profit, accounting, bank details and VAT treatment.

The responsible Finanzamt checks the questionnaire and sends the Steuernummer by post. There is no universal processing time, and submission does not mean the number is issued immediately.

  1. Classify the activity

Determine whether the activity is likely freiberuflich or gewerblich and check residence permission.

  2. Register the Gewerbe where required

A commercial activity normally uses the municipal Gewerbeanmeldung process. Freiberufler generally skip this municipal step.

  3. Create an ELSTER account

Allow time for the account and certificate process.

  4. Submit the tax questionnaire

Choose the form for the legal structure and provide realistic forecasts and VAT choices.

  5. Wait for the Finanzamt review

The Finanzamt issues and posts the Steuernummer after checking the information.

  6. Set up invoices and filings

Use the issued identifiers correctly and follow the VAT, bookkeeping and advance-payment notices that apply.

3. Gewerbe and Freiberufler follow different first steps

A Gewerbe normally registers with the municipality and also completes tax registration. A qualifying Freiberufler generally does not make a Gewerbeanmeldung, but still submits the tax questionnaire to the Finanzamt. The Finanzamt assesses the tax classification from the actual activity; an English job title or the word freelancer does not decide it.

A GmbH, UG, partnership or association uses the questionnaire for its legal form. Do not reuse a personal Steuer-ID as though it were the entity’s Steuernummer.

4. When the USt-IdNr matters

The Umsatzsteuer-Identifikationsnummer identifies a business for VAT purposes. The BZSt explains that it is required when an entrepreneur participates in qualifying intra-EU trade in goods or services. Domestic businesses can also use it as the tax identifier on qualifying invoices instead of exposing the local Steuernummer.

An USt-IdNr does not by itself decide whether VAT must be charged. Place-of-supply, reverse-charge, exemptions, Kleinunternehmer treatment and the customer’s status can change the result, especially across borders.

5. Kleinunternehmer is a VAT rule, not a tax-number exemption

The Kleinunternehmerregelung can exempt qualifying domestic turnover from VAT under the current thresholds. It does not remove income-tax registration, bookkeeping, invoice or return obligations that otherwise apply, and it does not turn revenue into tax-free income.

The thresholds use turnover, not profit. Cross-border work and opting out need separate analysis.

6. What goes on a normal full VAT invoice

Section 14 UStG requires core details including the full names and addresses of supplier and customer, issue date, unique sequential invoice number, description and date of supply, the consideration, and the applicable VAT rate and amount or an exemption statement. It also requires the supplier’s Steuernummer or USt-IdNr.

Special rules can change the wording or fields for small-value invoices, reverse charge, intra-EU supplies, credit notes and Kleinunternehmer invoices. Do not copy a generic template without matching it to the transaction.

  • Supplier and customer names and addresses
  • Steuernummer or USt-IdNr—not the personal Steuer-ID
  • Issue date and unique invoice number
  • Clear goods or service description and supply date
  • Net consideration and agreed reductions
  • VAT rate and VAT amount, or the legally appropriate exemption statement

7. After the number arrives

Check the Finanzamt letter for the taxes covered and any advance-payment or filing timetable. Keep the letter securely, configure the identifier in invoicing and bookkeeping, and update the Finanzamt when the address, activity or legal form changes.

A Steuernummer can change when responsibility or the tax case changes. The personal Steuer-ID generally remains for life, which is another reason not to treat the two as synonyms.

8. Frequently asked questions

No. The lifelong personal IdNr identifies you. The Finanzamt issues the relevant Steuernummer after reviewing the tax-registration questionnaire for the business or self-employed activity.

Submit the correct Fragebogen zur steuerlichen Erfassung electronically through ELSTER. The responsible Finanzamt reviews it and sends the number by post.

They still register the activity for tax through ELSTER and receive the relevant tax number, even though they generally do not make a Gewerbeanmeldung.

No. Gewerbeanmeldung is the municipal trade-registration step. The tax questionnaire through ELSTER is the separate route to the Finanzamt.

No. Its necessity depends on the transaction, especially qualifying EU business activity. A full VAT invoice can generally identify the supplier with the Steuernummer or USt-IdNr, subject to the applicable invoice rules.

No. It is a VAT treatment with turnover thresholds, not an exemption from tax registration or all tax obligations.
